Strategic Vision The Ministry of NGO Affairs’ effort to achieve its previously mentioned mission and aims, requires achieving a number of expected outputs as follows: First output: A comprehensive study of the training needs of the various kinds of NGOs in the West Bank and Gaza. Second output: Human Resources Development Department Third output: Manual to prepare the structural, administrative and organizational systems (administrative structure, policies, rules and regulations, job descriptions) Fourth output: Computerized system for financial management of NGOs Fifth output: Unit to follow up the application of the NGO Law to enhance an internal democratic environment and to be open towards the local community. Sixth output: Awareness campaign on the importance of a democratic environment within NGOs in coordination with the specialized institutions and networks (brochures, leaflets etc.) Seventh output: Conference to examine and define the relationship between the professional and political aspect of civil work. Eighth output: A series of meetings, regarding the importance of the transition from relief activities to development activities. Ninth output: Programs to exchange expertise between local, Arab and international NGOs. Tenth output: Bylaws on the NGO Law. Eleventh output: A coordination committee including the general supervisory committee, the Ministry of the Interior and the specialized ministry Twelfth output: Manual on procedures and by-laws regarding the supervisory process for NGOs Thirteenth output: Awareness campaign on the importance of voluntarism in general and its role in serving civil society. Fourteenth output: School and university curricula on voluntarism and civil work Fifteenth output: Laws and bylaws to support the efforts of revising and developing civil work Sixteenth output: Voluntarism department. Seventeenth output: Incentives to increase women’s roles in leading positions for voluntary and civil work. Eighteenth output: Department for institutional cooperation and coordination. Nineteenth output: Ministerial Coordination Committee. Twentieth output: Annual meeting including NGO representatives, international donor agencies, ministries and the private sector. Twenty-first output: Detailed proposal on organizing and developing government funding for NGOs. Twenty-second output: Proposal to encourage local community’s support for NGOs (mechanisms, incentives, etc). Twenty-third output: Fund to support, develop and enhance the steadfastness of the Jerusalem NGOs, in coordination and cooperation with the concerned parties Twenty-fourth output: Training program to increase the capacity of NGOs in the field of proposal writing, report writing, fund-raising and self-sustainability. Twenty-fifth output: Fund to provide financial support to the activities of NGOs. Twenty-sixth output: Coordination committee for NGOs in Jerusalem. Twenty-seventh output: Clear vision for the future of the relationship between the 3 sectors (private, public and civil society). Twenty-eighth output: General code of conduct for NGOs. Twenty-ninth output: Mechanisms linking government support sources with Palestinian national priorities. Thirtieth output: Internet website for Palestinian civil society. Thirty-first output: Comprehensive database of civil society. Thirty-second output: National NGO Center. |
