Affairs strives to: |

Contribute towards
developing the effectiveness of social work and ensuring its freedom and
independence in a civil society that is based on law, pluralism and in
full coordination and cooperation with civil society institutions, all
governmental agencies and the other concerned parties |
|
|
Achieving this mission requires reaching various aims within an
environment based on cooperation and trust with NGOs, in which the
Ministry plays the role of a facilitator to these institutions and not
as a substitute to them, these aims are as follows: |

First Objective: Develop organizational structures and set up
clear visions and policies |

and knowledge of NGO employees

Developing internal systems –
administrative and financial systems within NGOs

Developing organizational structures within NGOs

Enhancing the internal democratic environment within NGOs

Differentiating between professional and political activity

Enhancing the developmental nature of NGOs

Helping NGOs open up to the local community

Enhancing exposure and benefiting from the experience and expertise of
Arab and International NGOs |

Objective: Develop and apply professional transparency

Third
Objective: Granting voluntarism its importance and activating it

Increasing
awareness in regard to voluntarism and its role in developing civil
society activities

Issuing law and decrees that encourage adopting and enlivening
voluntarism
3.
Emphasizing the role and results of voluntarism, and disseminating
contemporary concepts among the local community
4.
Activating participation of women leaders in voluntary and civil work
Enhancing and

Fourth
Objective: Increasing coordination and cooperation between NGOs on the
one hand, and between them and the public sector on the other
|

This is a result of:

Increasing
and developing coordination frameworks and mechanisms between NGOs and
increasing their effectiveness
2.
Increasing awareness of the importance and necessity of cooperation and
coordination
3.
Enhancing coordination and cooperation between NGOs and both the PNA and
the private sector
Finding incentives for common work and cooperation between the three
sectors |

Fifth
Objective: Developing sources and size of funding for NGOs
|

Through:
1.
Developing and organizing government support sources
2.
Increasing local support to NGOs
3.
Enabling NGOs to draft project proposals and to carry out fund-raising
activities
4.
Developing self-reliance among NGOs
Establishing a trust fund to support civil work |

Sixth
Objective: Enhancing the freedom and independence of Palestinian civil
society |
|
Through:
1.
Confronting
Israeli policies hostile to civil society institutions and activities,
especially in
Jerusalem
2.
Applying the NGO Law and all its bylaws
3.
Increasing awareness of the role of NGOs and that of the PNA in
developing the local community
4.
Increasing some NGOs’ exposure and contact with other NGOs
5.
Establishing a general code of conduct for NGOs
Ensuring the independence and freedom of civil society so as to
complement the role of government in serving the various working sectors

Seventh
Objective: Helping NGOs in adopting national development priorities as
per the Palestinian National Development Plan. |
|
Through:
1.
Enabling NGOs
to hold to the national development priorities
2.
Making
donor agencies adopt national development priorities
3.
Enhancing the role and participation of NGOs in defining and preparing
national and sectoral development priorities
4.
Enhancing coordination and exchange information between NGOs on the one
hand and between government and private sector on the other
Developing sectoral strategies on the national level.
