Annex 1 - Analysis of the Internal and External Environment

Internal Environment:

Strengths Measures to enforce them
The political leadership supports the Ministry and a Presidential Decree defines its lines of authority and objectives
  • To disseminate this decree and obtain maximum benefit from the political support to the Ministry.
  • To benefit from the decree in regards to the precise definition of lines of authority and aims so as to avoid duplication and interaction between the various ministries
The existence of a Minister/an acceptable leadership among the NGOs To strengthen the relationship between the Ministry and the NGOs and the community as a whole.
The existence of qualified staff in civil work within the Ministry
  • To employ staff who believe and understand civil society and its activities.
  • To transfer the knowledge of experienced staff to the rest of the employees
The existence of a mission and strategic plan and detailed work plans within the Ministry To strengthen the mission and clarify the plan internally and externally
The existence of a democratic environment within the Ministry
  • Find mechanisms and develop them to enhance this environment
  • Develop mechanisms for communicating continuously between employees on the one hand and between the upper management on the other
  • Develop mechanisms to complement all the Ministry's departments
The existence of a young team believing in the Ministry’s mission with the willingness to develop itself
  • Maintain this staff and develop it further.
  • Establish staff incentives
The non-existence of a bureaucratic traditional inherited system that hinders the development and building of the Ministry Prepare plans and programs in a practical and professional manner

 

Internal Environment:

Weaknesses Measures to overcome them
Absence of a professional team specialized in administrating the Ministry.
  • To provide a professional team specialized in a scientific manner.
  • Develop common programs with international donor agencies so as to contribute to employing a qualified team.
Lack of sufficient experience in civil work, due to the Ministry's new establishment.
  • Develop training programs for the staff. · Encourage employees to participate in the programs and activities about civil society.
  • Experienced and qualified staff should transfer their experience and knowledge and disseminate it to the other staff
Lack of a comprehensive database on the various NGOs. Start to develop a comprehensive database on civil work and its NGOs so as to contribute in facilitating the work of the Ministry and the planning of its projects.
Low incomes that prevents attracting and employing a qualified team to work in the Ministry.
  • Finding and developing financial and moral incentives.
  • Offering opportunities to the staff to continuously receive training internally and externally.
  • Application of an annual evaluation system in an objective manner.
  • Discuss job descriptions with each staff member
