The Department of Planning and International Relations

Aims and objectives:

The Department of Institutional Cooperation and Coordination was founded on the strategic vision of the Ministry of NGOs Affairs. The Department aims to foster co-ordination and co-operation between NGOs and the private and governmental sectors.

Currently there is an absence of such co-operation stemming from a lack of knowledge necessary for co-ordination, co-operation, intensive work and mutual co-operation.

Internal objectives of the department:

     

  1. Reinforcing co-ordination and co-operation with various departments of the Ministry.
  2. Participation in co-ordination with the common ministerial committee composed of delegates from various ministries that have relations with various NGOs.
  3. Participation in co-ordination with a general supervisory committee in regard to specific work and mechanisms.

Objectives of the department

  1. Reinforcing co-operation and co-ordination between the NGOs and the government and private sectors.
  2. Reinforcing the nature of developmental work for NGOs.
  3. Increasing the understanding of the NGOs and the Palestinian Authority in the development of local community.
  4. Stopping the closure of some of NGOs through creating incentive for work and for common co-operation between the three sectors; public, governmental and private.
  5. Reinforcing the role and participation of NGOs in determining and providing sectoral and developmental plans.
  6. Working on restoring the confidence for NGOs work in Jerusalem and on promoting the participating role of the NGOs in Jerusalem so as to preserve the identity of East Jerusalem.

Aspirations of the department for the future

With the aim of realizing the general objectives for the ministry, the department aims at fulfilling the following hopes and aspiration supported by the participation of the relevant NGOs. Reinforcing co-ordination and co-operation between NGOs ,the government and public sector through: 

  1. Holding meetings with the various NGOs to explain the importance of co-operation amongst them and with the local community.
  2. Exchanging information, issues and publications amongst the various sectors.
  3. Signing a covenant of good intention amongst the NGOs to bolster their role and work in the service of community.
  4. Holding meetings and workshops about co-operation and co-ordination through the help of three sectors public, official and private.
  5. Organizing and developing support courses for NGOs.
  6. The necessity that every sector of NGOs co-ordinates amongst themselves through meetings or workshops so as to help in the creation of the general Palestinian National Development Plan.
  7. Participating in developing the sectarian strategies on national level.
  8. Participate in determining the nature of relations between the political and professional sides and its effect on community work.
  9. Holding annual meeting comprising delegates from the three establishments National, International, Ministerial and Private Sector
  10. Signing of memoranda of understanding between the National and Governmental sectors through the various specialized sectors.

Accomplishment of the Department:

The Department has managed within a short period of time since the establishment of the ministry to visit a number of NGOs in the governates of the West Bank and Gaza strip with the objectives of co-coordinating between the various sectors. Through these visits it was explained the reasons for establishing the ministry, the Presidential Decree and the Ministerial plan.

Special attention was paid to matters such as the duplication of work, sources of funding for activities, sectors prioritized by the community and the importance of local NGOs working together.

More than 100 NGOs from the West Bank participated in practical courses in the administration of non-governmental institutions.

Solutions have been found to many problems that face NGOs in the various sectors.
